Holmes Expected To Be Next State Farm Services Director
Strong rumors persist and several sources have confirmed
that the next State Director of the Farm Services Agency
(FSA) (formally known as ASCS, a part of the US Dep’t of
Agriculture) will be Susan D. Holmes of Monticello.
In October this
year at the “Meet and Greet” for Rep. Jim Cole and US Senator
Saxby Chambliss (Head of the Agriculture Committee in the
US Senate) hosted by Mrs. Holmes, Senator Chambliss dropped
some hints about “taking the Mayor to Athens.”
Harry L. Kemp,
DVM, had been selected to oversee operations of the Georgia
State Farm Service Agency office beginning August 21 until
the appointment of a new state executive director. Dr. Kemp
has a background and some expertise for the position.
The FSA Director
is responsible for administering FSA farm commodity, farm
loan, conservation, and disaster assistance programs. Sources
tell TWG that this will be Mayor Holmes’ new job starting
in January 2007. Politically appointed jobs do not always
guarantee the right person for the job. Campaign contributions
always play a role. (See partial list of Mrs. Holmes’
and immediate family contributions below.) We expect
there will be quite a learning curve as FSA Director.
Sixteen of Georgia’s
83 Farm Service Agency offices have been recommended for
closure in a proposal submitted to the federal FSA office,
according to the June/ July issue of the Georgia Farm Service
Agency Newsletter. According to the Georgia FSA Newsletter,
the offices recommended for closure are: Dougherty,
Seminole, Pulaski, Ware, Wheeler, Baker, Evans, Hall, Houston,
Johnson, Lanier, Brantley, Walker, Greene, Coweta and Irwin/Ben
Hill. The Georgia FSA Committee used three criteria
to decide if county offices should be considered for closure.
If an office met two out of three criteria the office was
recommended. The criteria are: 1) within 15 miles of another
office 2) a shared management office and 3) low workload
and or staffing.
Will the City
of Monticello be having another special election or appointment
to fill the job of Mayor? It is questionable that Mrs. Holmes
can do both jobs well at the same time.
